            5. (U) EXECUTIVE SUMMARY FOR CIVILIAN PERSONNEL OFFICE:


                a. Hiring civilian employees to support Operation Desert
            Shield was accomplished during the DoD hiring -Freeze. Fort
            Riley requested a temporary blanket exception +or Desert Shield
            hiring during deployment; however, blanket exceptions were
            granted only down to the MACOM level. Requests for exception to
            the freeze caused a local administrative burden because each
            occupational category required to support deployment had to be
            identified and justified. In terms of mobilization planning,
            this was an unexpected barrier to hiring both in terms of
            Sources of candidates and manhours expended on requests for
            exception. While this situation may not realtr, it was a
            significant barrier and frustration in this deployment.

                b. Fort Riley activities submitted a total 6+ 321 requests
            for temporary and permanent recruitment of civilian employees to
            support Lexicon Danger/Desert Shield. This immediate need for
            additional civilian employees surfaced three critical areas of
            concern:


                     (1) The requests were not prioritized at either the
            activity or installation level. Such large numbers of requests
            cannot be processed simultaneously, and priorities for hiring
maximize available CPO resources.


                     (2) Processing security clearances +or temporary
            employees severely delayed and, in most cases, prevented hiring.

                     (3) The immediate need for additional employees in the
            large numbers requested required standard recruitment and
            selections procedures to be streamlined. CPO made both the
            qualification determinations and selections in order to
            inprocess newly hired civilians quickly enough to meet mission
            requirements.

                   C. Specific issues are further addressed in the Lessons
            Learned segment of this report.
