individual tasks that correlated with the, custody and control of
enemy prisoners a+ war, body searches, accountability a+
prisoners, security, and escort duties. Operations, Plans, and
Training Division (OPT) provided the administrative and
technical assistance so the 403d could use the Standard Army
Training System. The OPT advised the two units on training
matters which affected unit deployment validation. OPT
sponsored these units and introduced unit members to
installation staff who provided training support. Duties
included providing transportation, coordinating +or ranges, and
assisting with ammunition management. OPT also provided
training management classes to the leaders a+ both units to
train them on FM 25@100 and FM 25-101. Lastly, OPT frequently
performed the unit's training evaluations.
(4) Staff Judge Advocate Support. The Office of the
Staff Judge Advocate supported from the Family Assistance Center
and the USACB. Legal assistance was provided by preparing
wills, powers of attorney, and notary services. Their military
and civilian staff provided legal services from 15 November 1990
through 13 January 1991. The Office of the Staff Judge Advocate
also provided training to the 403d MP Bde (PW) and the 346th
Escort Guard Company on the +allowing subjects: Desert Shield
General Order I, Geneva Hague Convention, Law a+ Land Warfare,
Code of Conduct, UCMJ, Article 15, and POW legal issues.
(5) Social Work Division Support. The Social War[,
Division of U8ACB provided two 9IG (Behavioral Specialist) to
the Community Mental Health Service for 99 days special duty.
This duty began on 26 November 1990 ended on 22 February 1991.
These soldiers worked approximately 8 hours per day providing
clinical support.
b. The USACB provided 22,788 prisoner man-hours with a
cost savings a+ $213,300 to the installation. It further
provided 7,354 military man-hours, 544 civilian manhours during
normal duty hours, and 399 civilian overtime hours in support of
Desert Shield. The USACB spent $400 on supplies and $ 6,900 an
civilian overtime for this support Desert Shield.
C. Contingency plans n 'eed to address what units and staffs
will support the installation once the USACB is downsized (to a
battalion) and eventually discontinued.
