          4. (U) TITLE- SUMMARY - Phase I - Post Chemical D+-Ficer rL-f
          Reserve Component Units

          5. (U) NBC Executive Summary regarding Reserve Component Units.

              a. PLANNING. Unlike the deployment of Active Component
          (AC) Units, no Fort Riley plan existed to mobilize Reserve
          Component (RC) Units at less than full mobilization. The
          existing Fort Riley Mobilization Plan also contained very little
          detail on NBC.

                   (11 There was neither time nor precedent +or preparing
          An NBC operations annex that addressed how to issist mobilized
          RC Units in preparing +or war in a chemical environment.
          Planning was real-time and driven by FORSCOM directives which
          :.;rjeci+ied minimums -For training and logistics.

                   (2) Under the Fort Riley Mob Plan, Readiness Group Fort
          Riley (RGFR) was to become a  Mobilization Assistance Team (MAT)
          with training and validation functions Linder +LLII mobilization.
          RGFR assumed this role Linder the the Desert Shield 200K Call-LIP,
          but it was unable to Support the NBC training and validation
          mission. Consequently, this responsibility first +ell to the
          lst ID NBC Division in AtAg 90, and later shifted to the Fort
          Riley DPTM/F'ost Chemical Office (NBC School) in Nov 9C).

                   (3) Post Chemical assisted RC Units at the Mob Station
          with the following tasks; conducting comprehensive NBC
isitions; conducting
          individual training; sizing mas@@s and chemical protective
          garments; validating individual NBC proficiency; condlkctinq CS
          @@iamber exercises, executing bulk draws of CDE and Class Vill
          NBC supplies; and receiving Threat Briefings.

              b. PREPARATION FOR DEPLOYMENT.

                   (1) Preparation by many RC Units +or mobilization and
          deployment in an NBC environment was minimal.

                       (a) Most units had insufficient quantities or
          unserviceable individual protective equipment, unit detection
          equipment, or second chem Suit ensemble. No units had the
          helmet cover or NBC bag.

                       (b) NO units arrived at the Mob Station (MS) with
