           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 03/C)1/91.

           4. (U) TITLE: C2: TASKINGS FOR PERSONNEL TO SUF,F'ORT DESERT SHIELD


           5. (U) OBSERVATION. Telephonic requirements for personnel to
           support Desert Storm did not follow established procedures
           (e.g., PERSCOM communicated telephonically directly with the
           installation for personnel).   This caused confusion because
           tasking did not process through command channels. Procedures
           were not clear as to which staff function had responsibility
           for responding to the tasking (e.g., DPTM/DCTO or the AG).

           6. (U) DISCUSSION: FORSCOM has published guidance states that
           all taskings for personnel will be approved by them to ensure
           that the tasking is -Fulfilling a FORSCOM requirement. During
           the highest THREATCON level, this guidance was not followed.

           7. (U) LESSON LEARNED: Procedures +or personnel taskings must
           be clearly established and enforced.

           S. (U) RECOMMENDED ACTION: That higher headquarters establish
           workable procedures and comply with these procedures to avoid
           unnecessary Confusion at the installation level.
