           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on C)2/04/91.

           4. (U) TITLE: C2: GUIDANCE ON QUANTITIES OF AMMUNITION TO
           ACCOMPANY TROOPS (TAT)


           5. (U) OBSERVATION: Unit commands requested ammunition over
           authorized levels IAW FORSCOM 700-3. Commanders expected a
           ammunition shortage in theater of operations. Guidance on this
           qu6ject was late in coming out of FORSCOM J4,

           6. (U) DISCUSSION:  Commanders requested types and quantities
           of ammunition over the limits outlined in FORSCOM 700-3. This
           would have depleted the on hand stockage level Of ammunition at
           the ASP, possibley affecting the installations ability to
           support follow on units. It also affected transportation
           systems ability to quickly move equipment and supplies needed to
           support deployment operations,
             FORSCOM J4,g-uidance concerning ammunition was lacking in the
           initial deployment instructions, thus allowing the commander to
           Misunderstand what they Could and couldn't take with them.

           7. (U) LESSON LEARNED- Timely guidance from FORSCOM J4 is
           needed to allow deploying commanders some flexibility in
           requesting ammunition. Following the guideline already
           published in FORSCOM REG 700-3 also helps.

           detailed instructions involving what types and quantities of
           ammunition is required to deploy with the unit, and what
           ammunition will be on hand in theater. Allow the commander the
           option to request additional ammunition and to influence the
           system to support the mission. Action is FORSCOM J-4.
