            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 01/31/91.

            4. (U) TITLE: C2: PERSONNEL: PRE-DESIGNATED UIC'S FOR PROVISIONAL
            UNITS

            5. (U) OBSERVATION: War-time provisional companies do not have
            UIC's (Unit Identifier Codes)

            6. (U) DISCUSSION: Without a UIC, personnel can not be entered
            into the computer tracking system. This resulted in a
            headquarters company with over 1600 people showing up on the DA
            SIDPERS readout.

            7. (U) LESSON LEARNED: A separate computer file had to be
            maintained to show which personnel were in which Provisional
            Company. (SIDPERS showed them all in headquarters)

            B. (U) RECOMMENDED ACTION: DA: Predisignate UIC's for all
            provisional units and be prepared to download those UIC's in
            times of war.
