           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/03/91.

           4. (U) TITLE: C2: ASSIGNMENT OF MOBILIZED RC UNITS TO PROVISIONAL
           BN IN SUPF'ORT ROLES

           5. (U) OBSERVATION: Assignment of company to provisical
           battalion entity, HO Command.

           6. (U) DISCUSSION: At the same time this unit was inprocessing
           onto Fort Riley as and installation support unit, the HQ Command
           Was undergoing a buildup and the addition of a whole new staff.
           Had the HO COMMAND not been going through these changes because
           of the deployment, there would not have been any problems, and
           in -fact the staff worked well under the adverse conditions to
           alleviate any problems. The FORMDEPS is lacking substantially
           in this area.

           7. (U) LESSON LEARNED: Contact should be made immediately by
           the subordinate unit to coordinate the chain of command, higher
           headquarters policies, and other necessary requirements for a
           garrison unit. I would expect that most National Guard and
           Reserve units do not train +or the contingency of providing
           garrison support, and are unfamiliar with all of the necessary
           requirements.

           S. (U) RECOMMENDED ACTION- Provide a checklist and/or a
 mobilized unit that would include
           installation Support as a duty. The FORMDEPS provides little
           insight to this Situation.
