             (U) Operation DESERT SHIELD conducted by USCENTCOM on c)2/12/91.

          4. (U) TITLE: COMMUNICATIONS: SHORTAGE OF LAF'TOF' COMPUTERS

          5. (U) OBSERVATION- The Army failed to recognize the
          requirements -For automation equipment to Support deployment to
          SA. A quantity of laptops were purchased and hastily prepared
          for ist ID just prior to its deployment. These light-weight,
          highly portable Computers were necessary to provide continued
          exploitation of automation capabilities.

          6. (U) DISCUSSION: Just prior to deployment, the G4 hastily
          ordered over 80 laptop computers for the Divisions. They
          recognized the need +or highly mobile, light-weight COMPL@ter
          assets which require less power and maintenance for continued
          operation. The machines arrived, were tested, and loaded before
          .the Ist ID deployed; however, units had minimal time (if any)
          for familiarization and adaption to their operations.

          7. (U) LESSON LEARNED: The   Division realized the need for
          continued automation Support; however, resources were not
          available to purchase laptop computers until just prior to
          deployment.

          e. (U) RECOMMENDED ACTION: That future deployment planning
          identifies automation requirements, Implementation should be
          tested during NTC and Re+orger rotations. Planning should
r light weight automation equipment
          (e.g., Fa@@es, cellular phones, etc.).

          9. (?) COMMENTS-. (Per DF-'TM): Resources WERE available, but per
          budget guidance, funds Could not be committed to purchase the
          requested items until the units received alert order +or
          clep I oyfnent.
