           2. (U) Operation DESERT SHIELD conducted by USCENTOOM on 02/07/91.

           4. (U) TITLE: COMMO: ADP: TC ACCIS UNABLE TO SUPPORT-PLANNING
           FOR RAILLOADS


           5. (U) OBSERVATION: System unable to produce rail plans to
           support deployment of the Ist Infantry Division.

           6. (U) DISCUSSION: a. The TC ACCIS did produce load plans
           earlier when deploying smaller units. However, once the Ist ID
           (M) input its equipment into the system, the volume of data was
           too large -For the system to manage it effectively. Without load
           plans, the Division deployed using the force load method.
             b. As the division move progressed, the system slowed down.
           Each transaction took up to --, minutes to match. Time required
           to make the matches made the system unusable. Only one GBL (or
           one trainload) could be prepared at a time to ensure only the
           equipment +or that one train would be printed on the proper GBL.

           7. (U) LESSON LEARNED: TC ACCIS software currently is unable to
           handle load planning for very large units.

           S. (U) RECOMMENDED ACTION: a. That the Project Management
           Office (PMO) +or TC ACCIS work closely with Unisys to expand
           the system to accommodate a division-size deployment and to
           ensure only vehicles identified with the particular shipment
 number are printed on the GBL.
             b. Require all units regardless of type of unit, i.e.,POMCUS,
           Non-POMCUS, to have rail plans on hand to support movement of
           100% MTOE by rail to SPOE.
