4. (U) TITLE: Communications-. OPSEC-. STU III +or Mobilized RC
Units
5. (F) OBSERVATION: Federalized RC Units arriving at Mob
STation lack the means to discuss sensitive and classified data
in a timely manner over a secure communication system.
6. (F) DISCUSSION: Mobilized units did not have Secure
Telephone Unit III (STU III) upon arrival at the mobilization
station. The absence of this equipment did not allow them to
COMML@nicate securely with other elements on and off the
installation.
7. (F) LESSON LEARNED: These units need a means of
communicating securely in a timely manner.
B. (F) RECOMMENDED ACTION: a. MOB STATIONS: Issue each
arriving RC Unit at,least one STU III upon arrival at the
mobilization station. Briefing key unit personnel on the proper
use of the STU III, and clearly describe the tuypl-s of
information that can and cannot be discussed over nOnSeCLtre
communication systems.
b. ARCOMS/STARCS: Authorize units with STU III at home
station to bring them to the %mobilization station, Recover
STU Ill's once units deploy.
