           2. (U) Operation DESERT SHIELD conducted by USCENTCOM an 11/02/90.

           4. (U) TITLE: Communications: Public Affairs: Release of
           Information to the Media


           5. (U) OBSERVATION: In the August/early September 1990 period,
           timely release of information on deployments was delayed per DOD
           guidance. This prompted local media to release incorrect
           information an unofficial reports. The result was PAO's loss of
           credibility with the media.

           6. (U) DISCUSSION: PAO guidance was to tell the media we
           cannot discuss deployments or simply "no comment". In the
           absence of official information, media obtained unofficial
           information from military members who released contingency plans
           and conjecture based an activity at Fort Riley.

           7. (U) LESSON LEARNED: To maintain credibilty with media,
           timely release of in-Formation is critical in order to preclude
           incorrect information being released.

           S. (U) RECOMMENDED ACTION: DOD should allow mob station PAO,
           within security constraints, to release information on
           deployments in order to preclude rumors.

           9. (U) COMMENTS: Better PAO guidance on release of information
           to media has been issued. However, policy should be established
           now +or future contingencies.
