           4. (U) TITLE: DEPLOYMENT: STRATEGIC AIR: Use 500/lbs per Soldier
           as Planning Figure

           5. (u) OBSERVATION: There were frequent last minute "bumps" of
           PAX and equipment from flights due to inaccurate "to-accompany
           troops:" (TAT) computations.

           6. (Lt) DISCUSSION: The planning factor for airload should be
           475-500 lbs per soldier in lieu of the 400 lbs used for
           Operation Desert Shield. Present allocation of 400 lbs does not
           allow enough margin for adiLtStments/errors. For soldiers
           deploying with A and B bags, Alice Pack, one carry-on bag,
           personal weapon, TAT Ammo, body armor, two sets of chem
           overgarments, and five days rations.

           7. (u) LESSON LEARNED: Experience shows that the current weight
           allowance for individual soldiers deploying by air should be
           increased from 400 to 475-500 pounds per soldier.

           S. (u) RECOMMENDED ACTION: FORSCOM AND MTMC: Adopt planning
           factor of 475-500 lbs per soldier when developing airload +or
           future deployment operations.
