          4. (U) TITLE: DEPLOYMENT4 SEALIFT: Unit Equip Split into ML(IT
          Increments at SPOE


          5. (LI) OBSERVATION, Unit equipment frequently is split into
          multiple increments at the SF'OE.

          6. (LI) DISCUSSION:  The capabilty of deployed units to move
          from the sea prt of debarkation (SF,OD) into their tactical
          assembly areas (TAA) is dependent upon the arrival times of the
          ships which are carring their equipment. Deploying units have
          no input to MSC regarding what equipment is loaded onto which
          ship. MSC's objective is to maximize the use of space on ships
          without apparent regard to the resultant effects Such loadina
          will have on units' operational capability.

          7. (LI) LESSON LEARNED, Congestion at the SPOD is compounded by
          the need +or units to wait for the arrival of their equipment on
          multiple ships.

          S. (LI) RECOMMENDED ACTION: FORSCOM: Renegotiate procedures to
          allow deploying unit to influence what is loaded even if ships
          are not filled to the maximum.
