           4. (U) TITLE: Deployment: Crisis Management System

           5.        OBSERVATION% The creditability of the Crises
           Management System is seriously in doubt.

           6. (WOWS) DISCUSSION: The Crises Management Report is supposed
           to drive execution of deployment, but it has not proven reliable
           during DESERT SHIELD. Its early inability to keep up has caused
           operators to disregard it. Few operations officers were
           -Familiar with the report.

           7. (FBHB) LESSON LEARNED: The Crisis Management Report must be
           utilized and updated to maintain it as a creditable execution
           document. DEMSTAT transactions should be submitted on any
           deployment and requirement enforced.

           S. EFBtJb5 RECOMMENDED ACTION:


               A. FORSCOM should monitor DEMSTAT submissions in peacetime
           to ensure the system is utilized and effective.

               B. More -Frequent exercises that incorporate DEMSTAT should
           be designed and executed.

               C. Modify system to make it responsive to the situation.
