            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 01/29/91.

            3. (U) KEYWORDS: HAZARDOUS MATERIAL.

            4. (U) TITLE: LOGISTICS: HAZARDOUS MATERIAL TURN-IN

            5. (U) OBSERVATION: Prior to deployment, units turned in large
            quantities of Hazardous Material, much of which was unlabeled.

            6. (U) DISCUSSION,

               S. The DEH originally set up its Hazardous Material point in
            one of the small motor pools on Main Post. The quantity and
            variety of materials turned in quickly filled this area and
            necessitated a move to a much larger area on Custer Hill.

               b. Many of the materials were unlabeled. Most that were
            labeled were either outdated or unusable due to improper
            handling and storage. Several drums of oil were turned in
            almost full. Someone punched a hole in the top of a large
            container, removed a small portion, then left the container
            outside in the elements. Rain and dirt collected in the
            container making the remainder unusable.

            7. (U) LESSON LEARNED: The motor pools contain a wide variety
            and large quantity of unusable hazardous materials.

            S. (U) RECOMMENDED ACTIONI Reemphasize the importance of
            proper handling, storage, and usage of hazardous materials.

            9. (U) COMMENTS: Identifying, tracking and disposal of this
            material is going to be costly. It may cost more to identify
            and properly dispose of some of these products than it cost to
            purchase them.
