          4. (U) TITLE: LOGISTICS: CHEMICAL DEFENSE EQUIPMENT INVENTORY AND
          SERVICEABILITY CHECKS

          5. (U) OBSERVATION: Even crossleveling alerted units with assets
          from other non alerted RC units did not fully alleviate NBC
          equipment shortages.

          6, IU) DISCU13SION, RC unit headquarters did authorize cross
          leveling among units during Desert Shield. It is unknown to
          what extent Cross leveling occurred.
            However, inventory of arriving RC units to Fort Riley revealed
          that-
              Insufficient attention was paid to discard dates of
          equipment, serviceability, and proper authorization levels.
              Unit shortages of the following items were common cross the
          board: hoods, filters, M8 paper, M9 paper, MI canteen caps,
          alarm maintenance @rits, alarm batteries, DS2 in cans, DS2 in
          drums, marking t.-:its and detector t.-.its.

            The recent change to outfit each soldier with 2 instead of I
          BDO could only have been met because the Ist ID (M) quickly
          forecasted and requisitioned sufficient quantities to serve both
          the lst ID and the RC. Only mobilization over months in the
          case a+ Desert Shield, not days, permitted success in this area.

          B. (LJ) RECOMMENDED ACTION- That much more and constant emphasis
          be placed an NBC readiness (in peace) in the RC as well as AC.
            That the RC be outfitted with 2 sets of BDOs for contingency
          Purposes.
