          5. (U) OBSERVATION: FORSCOM guidance remained unclear thrLL Jan
          51 as to the composition of the second set of required CDE.

          6,  (U) DISCUS13ION: FORSCOM message, SLtbj-. Indiv CDE for
          Deploying Units, Operation Desert Shield, DTG 3C)2215Z Aug ?o was
          clear that @@ sets of BDO/CPO must deploy with the soldier.
               It was unclear whether the second set was to include gloves
          and chemical overboots as well. When queried, FORSCOM stated
          taht installation Could issue entire ensemble if desired as part
          of the second set.
               Whether the second set was to include the rest of the
          ensemble in order to s,iport MORP gear exchanged remained
          unanswered +or the duration of Desert Shield. MOF'P gear
          exchange by definition includes exchange of gloves and chemi    cal
          (:)verboots.
               As a result, lst ID (M) units neither planned for, nor drew
          an extra set of gloves and chemical overboots before deployment.

          7. (U) LESSON LEARNED: none


          B. (tJ) RECOMMENDED ACTION: That FORSCOM publish guidance on
          composition of the second set without leaving it Subject to
          interpretation.

          ?. (U) COMMENTS:     The question was resolved during Desert
          Storm to deploy the soldier with 2 pair of chemical overboots
          and 2 pair of gloves (FORSCOM MSG, FCJ:7.-CAT, DTG C)c?1251Z,
