             (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/(-6/91.

          4. (U) TITLE- LOBISTICS- REQUIREMENTS FOR EQUIP SHORTAGES TO FILL
          THE TOE AUTH LEVELS


          5. (U) OBSERVATION: Lack of real time interface of data from the
          units Table of Organization and Equipment (TOE) and the National
          Inventory Control F'c)int (NICP) visibility of that requirement.

          6. (U) DISCUSSION: Upon mobilization, unit's mission and
          Force/Activity Designator (FAD) changed, requiring equipment not
          required at home station. During peace time if complete
          across-the-board compatible level is not in place, the NICF,
          ReqLtisition-Validation (REO-VAL) will deny release of stock.
              Phone calls to the NICF' item manager, Logistical Program
          Support Activity, Chambersburg, PA, FORSCOM, General Accounting
          Records Section, a contact at the pentagon and local
          installation activities were all necessary to get items not on
          REO.-VAL released.


          7. (U) LESSON LEARNED: none


          S. (U) RECOMMENDED ACTION: Recommend a thru channel to the
          NICP, +or the immediate release of go-to-war stock for
          mobilization.
