           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 03/13/91.

           3. (U) @'EYWORDS- RWO (REAL WORLD OPS), USA (US ARMY). GUARD
           COMPONENT, RESERVE COMPONENT, INFORMATION MANAGEMENT, PLANS,
           EQUIPMENT, UNFAVORABLE, CAPABILITY, MISSION, SHORTAGE,
           SUSTAINABILITY, CRIT2 (SERIOUS PROBLEM), PLANNING.

           4. (U) TITLE. LOGISTICS: AVAILABILITY OF ASL FOR RC CSS UNITS

           5. (U) OBSERVATION: RC DS/GS units ASL's are inadequate or
           non-existent to support wartime missions.

           6. (U) DISCUSSION- RC units (DS/GS Supply and Maintenance
           units) ASL's are either- nonexistent or inadeqt-tatl- to support
           any type of mobilization operation. Most RC units did not
           deploy with on-hand ASL, because it was very limited and based
           on peacetime operation.   Consequently training +or personnel is
           virtually non-e>@istent or very inadequate. They do not know how
           to establish a warehouse, conduct warehouse operations or
           perform Supply management functions.    The same holds true for- GS
           level maintenance units with a rebuild mission. What they work
           on in peacetime is not what they do in war. Establishment of an
           ASL in most cases would  take from 43-60 days. Current HOT
           (Hands-ori-training) missions does not appear.to be satisfying
           the training mission.

           7. (U) LESSON LEARNED: RC units did not deploy with on-hand ASL
           because it was very limited and based on peacetime requirements.

           B. (U) RECOMMENDED ACTION: Conduct a review of the RC DS/GS
ning program to identi+y.systemic problems
           and to provide realistic missions and better training. Likewise
           maintain madatory prepackaged ASL for RC units.
