TO IST COSCOM OPORDER DESERT STORM (U)
1. (U) GENERAL. Personnel Service Support will be reduced
to essential services dur.ing the transition from Phase I to
Phase 11 at the same time that we will be moving the PSS
support b"e from the Dammam area forward to LOOBASE
CHARLIE. Personnel Strength Accountability is absolutely
essential during all phases of tactical operations. We must
be able to account for every sinile soldier assigned or
attached to our units at any given time. This personnel
accountability is essential to accurate casualty reporting
where we have a morale as well as a regulatory requirement to
accurately account for each and every soldier who becomes a
casualty during this war. This same accountability will be
the basis from which we provide individual replacements to
units and we must adjust our accountability to reflect these
loseg and gains.
2. (U) Concept of Operation. The concept for personnel
accountability will remain essentially the same for all
phases of the operation with the exception that the personnel
service company will change its location from SANG compound
to the vicinity of LOOBASE CHARLIE. Reliable communications
will become increasingly difficult as we progress form Phase
I to Phase III which will require innovative methods to '
ensure that we can communicate essential information in a
t'imely manner. All echelons in the personnel accountability
chain from the Bn PAC. Group and Brigade S-1, COSCOM G-1.
PSC. Replacement Deta@ent and Casualty Operations Center
must maintain back up files which can be used to reconstitute
ata files whether due to enemy action or automation
files.
3. (U) EXECUTION,
(U) Strength Accounting: Personnel Strength
Accounting in the Area of Operations. (AO) will be
accomplished with the Tactical Army Combat Service Support
Computer System (TACCS) and/or manual reporting (whichever is
feasible for hostile environment). Unit commanders must
conduct personnel asset type inventory formations whenever
they are unsure of their personnel accountability.
(1) (U) Strength Reports.
(a) (U) Personnel Daily Summary (PDS) reports
will be submitted by the MSC8 to the ACofS. 01 at COSCOM MAIN
CP and will show aggregated deployment strengths by officer.

categories. All reports will be submitted daily NLT 0800
Zulu. with data current as of 0300 Zulu. When units are
placed under a command relationship (attached) between MSCS.
