             Martial convening authority. depending upon the circumstances
             of the injury.

                        (c) (U) Civilian Personnel will be handled IAW
             Appendix 5 to Annex Q of the COSCOM FSOP.

                    4. Leaves

                        (a) (U) Emergency le6aves may be approved by
             Battalion Commander and above. ACofS 01 will be informed of
             all approved emergency leaves. Retrograde orders to leave
             country on Emergency Leave must be approved by a (06) USC
             Commander. Retrograde movement for emergency leaves from
             2MMC. 4KMC. and 330th MCC, and HUC. lgt COSCOM must be
             approved by the COSCOM Commander. Retrograde orders will
             still be required from the PSC for movement out of the
             theater.


                        (b) (U) Ordinary leave is suspended until
             further notice.

                   .5. (U) Evaluation Reports: Evaluation reports will
             continue rAW AR 823-105 and AR 823-205. During wartime.
             ES/Ed evaluations are optional; E7/Eg and officer
             evaluations are mandatory. DA will accept handwritten
             reports, however. reports must be written legible.
