              APPENDIX 3 (POSTAL)   TO ANNEX C (PERSONNEL) TO 1ST COSCOM
              OPORDER DESERT STORM

              1.    (U) PURPOSE. This appendix outlines and established
              procedures for providing postal support.

              2.    (U) CONCEPT OF OPERATIONS.

                    a. (U) The Corps AG/Cdr, r.Sth Personnel Group, has
              xtaff responsibility for direct support postal operations to
              the Corps.

                    b. (U) The Commander, 18th Personnel Group and
              Commander. 18th P&A Bn (Prov). provide Command and Control
              over the 129th. 300th. 336th. and 1015th Postal Companies
              (Direct  Support).

              3.    (U) CONCEPT OF POSTAL SUPPORT. The 129th Postal
              Company  provides direct support (DS) postal services to the
              Corps.   Free mail will continue.

              4. (U) EXECUTION.

                   a.  (U) DS Operations.
                       (1) (U) The 129th Company establish MPO
              operations as required by troop concentrations. in concert
              with the 18th P&A Bn to provide service down-to Bde size
              elements. Direct support Mail platoons will be provided to
              each Division and the -rzt COSCOM. Other units will receive
              support for the 129@h Main location. See Enclosure 1.

                       (2) (U) Units arriving in the AO coordinate with
              the nearest MPO to arrange mail delivery. Mail will be
              coordinated at MSC/BDE level. Mail pick up at the MPO
              requires a unit mail clerk with a DD Form 285 card. The
              Postal Company trains and certifies mail clerks and mail
              orderlies as required.

                       (3) (U) MPOs will retrograde mail via the
              transportation assets provided by ARCENT, returning to the
              AMT after delivery of incoming mail.

                  b. (U) Poatal/Flnance Services.

              (U) Money orders may be purchased. depending on
              the situation. Once hostilities commence the unit commander
              must request them.
