          LEGAL (U)


          REFERENCE: ANNEX E TO XVIII ABN CORPS OPLAN (S)

          1. (U) CONCEPT OF OPERATION.

              a. (U) Legal support will be provided on a unit basis.
          with the objective to make essential legal support as
          accessible as the tactical situati" and concept of
          operations permit.

              b. (U) Jurisdiction will follow command lines unless
          further notified.

              C. (U) The Corps SJA is responsible for supervising and
          coordinating legal services to the command. including
          assigned and attached units.

          d. (U) The COSCOM SJA legal staff will be located at
          the COSCOM Main CP. A legal support team may be located with
          MSC, and other units. as determined by the Corps SJA.
          e. (U) SJAs of units under C6scom control are
          responsible for legal support for their assigned and attached
          units and are responsible for closely coordinating legal
          services with the COSCOM SJA.

              f. (U) Trial Defense Service (TDS) support will be
          provided from TDS offices which service deploying units. TDS
          personnel will also provide legal assistance support, as
          required. to the extent that it does not interfere with TDS
          duties.

              g. (U) Requests for military judges or other support
          from the Trial Judiciary will be made through the COSCOM SJA.

              h. (U) The Corps SJA. subordinate SJAS. and supporting
          TDS and Trial Judiciary will exchange respective legal plans.
          SOPG. and other information about legal policies. guidance.
          procedures. and responsibilities for support. Such exchanges
          should be made as early as possible in the planning process.

          2. (U) EXECUTION.


              a. (U) International Law Considerations.

 of international law
          by both enemy and US forces will be investigated. Copies of
          all initial reports and reports of investigation concerning
          all alleged violations will be submitted to the Corps SJA.
          Commanders must coordinate reports and investigations with
          their servicing Judge Advocate.
