                    (2) (U) A daily report of all incidents involving
           the Geneva and Hague Conventions, EPW. war crimes, and the
           law of armed conflict will be submitted to the COSCOM SJA as
           soon as possible but ULT 24 hours of the alleged incident.
           The report will include facts giving rise to the incident.
           name and unit of personnel -involved. and contemplated action,
           if any. Commanders will submit information to their JAG as
           soon as possible.

                    (3) (U) Status of Forcea4Bage, Overflight. and
           Landing  Rights. Currently there are no Status of Forces
           agreements per se within the AOR.

                    (4) (U) Current agreements addressing the status of
           military personnel exist with EGYPT, BAHRAIN, AND OMAN.
           Absent express agreement with SAUDI ARABIA and authorization
           from the Corps SJA. military personnel and civilians
           accompanying the force will not be released to the Saudi
           Arabian authorities.

                    (5) (tl) Any incidents which may result In police or
           judicial action by foreign civil authority will be
           immediately reported to the Corps SJA. Commanders must report
           such incidents immediately to their servicing Judge advocate.

               d. (U) Military Justice.

                    (1) (U) A daily report of all incidents involving
           officers, likely to receive widespread publicity, or which
           may result in general court-martial action will be submitted
           to COSCOM SJA ASAP but NLT 24 hours of the alleged incident,
           The report will include the name and unit of the individual
           involved. a brief summary of the Incident. and contemplated
           action.

           (2) (U) SJA should be particularly attentive to any
           actions implicating speedy trial rules. Commanders must
arges or
           imposition of restraint.

              a. (U) Rules of Engagement (ROE)

                  (1) (U) Prior to publication. staff judge advocates
           will review all operations plans. particularly rules of
           engagement (ROE) for legal sufficiency and compliance with
           the law of armed conflict.

                  (2) (U) Staff Judge advocates will ensure that all
           incidents of death of serious injury that implicate issues of
           application of ROE are thoroughly investigated. SJAG must be
           involved early in the investigation process, provide legal
           advice to the investigation, and ensure that a copy of the
           report of investigation is forwarded to the Corps SJA.
