             I.(U)PURPOSE: To prescribe the let Coscom accident prevention
             &nd reporting requirements. and safety guidance for Operation
             Desert Storm.

             3.(U)VEHICLE MOVEMENT:

                 a.W Army motor vehicle drivers must be thoroughly
             familiar with off-road driving and convoy procedures.

                 b.LW Speed will   reasonable and proper for the
             conditions. Considerations will be given to weather. traffic
             and road conditions, load and terrain. Speed will be reduced
             as necessary for safe operations.

                 c.tA)A senior responsible person with mature judgement
             will be assigned as senior vehicle occupant for transporting
             personnel and/or materiel of a hazardous nature.
                 d.U Convoys will be equipped with highway warning kits.
             Approved highway warning devices will be issued for use by
             all vehicles.

                 E.LU)A dismounted ground guide will be used when backing
             or moving any vehicles. Ground guides will be used when
             traveling in Command Post locations. sleeping areas. or any
             area where dismounted troops are located.

                 f.LW Drivers of radio equipped vehicles will be cautioned
             concerning the dangers of high tension wires. Necessary
not come
             within 10 feet of wires. Antenna tips will be positioned not
             less than 9 feet above the ground when the tie clip is
