            ANNEX A - PERSONNEL


                 Administrative procedures, Even though the battalion was

            deployed to a hostile area, the peacetime administrative

            requirements remained the same. This became a problem as we became

            removed from the 24th Inf Div, which had our soldiers' 201 files.

            Also, each group or brigade that we were assigned under had

            different report requirements which took several days to implement

            properly.

                When units were attached to our battalion, we assumed

            responsibilities for their peacetime administrative requirements.

            This involved contacting their normal Personnel Service Company

            (PSC), which may have deployed to Saudi Arabia or it may still have

            been in COMUS. To alleviate these problems, temporary 201 files

            should be printed for all deploying soldiers and a realization that

            the mission might affect administrative actions must be considered.

                As of 22 Oct 91, we are still trying to untangle the

            administrative actions undertaken in Saudi Arabia. Actions taken

            with the 24th Personnel Service Company (PSC) made it in the

            system. Actions through other PSC's had to be redone, including

            OERs/NCOERs.


                 EmerAency leave. This area ran smoothly as long as the-Red

            Cross was notified of the unit phone number. Once a Red Cross

            message was received, any PSC could publish the emergency leave

            orders, as long as the emergency met the criteria in AR 614-30.

                 Replacements. There were some problems receiving

            replacements. Since we were so far from our servicing PSC (24th

            Inf Div), we would check on replacements only as often as we

            visited the PSC. We did receive five soldiers from the 24th Inf
