President Bush agreed to let General Norman Schwarzkopf pick the
specific time within a general window of opportunity. Schwarzkopf
selected 8 p.m. (eastern time) Feb. 23 and Mr Bush signed off on it,
Fitzwater said.
Fixed-site pay missions completed with no problems.
25 Feb
Fixed-site pay missions completed with no problems.
Tm 1 departed to 743d Maint on pay mission at 0715 hours.
Returned at 1700 hours. Pay mission completed.
1330-2300--CPT Troller, SGT Wol-F and SPC Toungate departed for ARCENT
FAO to clear business. CPT Troller cleared unit Field Ordering
Officer (FOO) purchases with 2LT Demay at Contracting. CPT Troller
drove out to Dragon Main to see SSG Nixon of the IS office in
reference to a complaint from one of our soldiers (SGT Davis).
1400--Unit received anthrax injection (2d of two series).
26 FEB
0130--Scud alert siren.
0138--"All clear!" given by CFOC. Later learned soldiers in barracks
in Dhahran were hit by a Scud, killing 29 and injuring 89 soldiers.
0200--CNN news has said that Saddam Hussain has told his troops to
withdraw from Kuwait IAW the peace proposal initiated by the Soviet
Union. (His forces being overwhelmed--attempting to safe face and
keep himself in power).
0800--MFST mission (Tm#5) to Camp Zebra; team picked up by 517th
personnel.
Fixed-site pay m3.ssions completed with no problems.
0930-2130--CPT Troller, SOT Major, and SPC Gagnon went on
pay/coordination mission to EPW Camp and units in that area. MP's
servicing EPW Camp needed no finance support; no EPW% arrived yet but
expecting in excess of 300 prisoners at 1700 hours. CPT Tomberlin
informed CPT Troller they would call us if the need arose for
assistance in processing EPWS, particularly if large numbers began
arriving. (Commo between EPW Camp and Camp I is bad, so MFST's in the
area of EPW Camp will make periodic checks with them.) CPT Troller's
team departed the EPW Camp at 1500 hours and went by 724th SPT Bn's
AO. On the way back to the EPW Camp, found 608th ORD and 223d MP
Co. Stopped and provided pay support. At 1900 hours, returned to
EPW Camp. The prisoners had arrived and were being processed with no
problems or assistance required. Learned they had made decision to
not establish a payroll record for each EPW since they would be
quickly turned over to Saudi Govt.
1100--LTC Arteaga, lbth CFO Dep Cdr, and SGM Massey, 230th FSU SSM,
stopped by for a short visit an way to 401st EPW Camp. Cdr discussed
our present operations, and the possible support/funding mission for
Civil Affairs restoration effort.
1700--Received call from MAJ Speer informing us COL Baer had decided
CPT Troller would be the funding officer to go into Kuwait City to
support 352d Civil Affairs Task Force, if required. The on-order
mission would be a temporary one until 7th Finance Group
representatives would take over. Agreement had already been reached
between COL Baer and COL Dowden (7th CFG) that they would assume any
finance support operations in Kuwait for US forces remaining there.
