14. ISSUE: No maps for operations in Southwest Asia were on hand at the beginning
Of the Crisis. )Lapg ordered from the Defense Mapp ng Agency were often outdated and

certain maps (especially 1:50,000) were unavailable.
DISCUSSION: The battalion was well stocked with maps of Europe, which had
previously been our primary mission. However, when this mission became a priority at
the beginning of August, neither battalion, brigade, or post had any maps covering
the area of operations. Shipping dates from DMA were often unacceptable (e.9- 3 Mar
91) and those maps we did receive had significant changes due to urbanization and
road-building.
LESSON LEARNED: Either battalion or brigade should have a program of ordering
and stocking maps for probable contingency areas. A data base of maps on hand and
effective dates would be maintained for periodic review. Semi-annual '.scrubs' to
determine sufficiency of stockage and requirements for additional AO's need to be
held.
RECOIMNDED ACTION: Present technology allows vast amounts of information to
be stored on optical discs. The Army should consider a program where topographical
data is stored on such discs. Updates and distribution of such discs are fairly
simple and cost-effective. Installation of high-speed printers controlled by comput-
er and utilizing the data on these discs would alleviate paper map stookage problems,
yet still provide surge capability in time of crisis.
15. ISSUE: Soldiers with NOS 16T, 24T, 31M, or 76C all require a security clearance
for duty in this battalion. )Lany soldiers in those specialties report to the unit
without necessary clearances.
DISCUSSION: Problem has been especially noticeable since May 1989 with 16T's
inprocessing from AIT without the necessary SECRET clearance. Repeated requests for
assistance from the llth Brigade S-2 personnel have failed to resolve this problem.
LESSON LEARNED: Interim clearances were granted for deploying personnel.
However, the assignment of personnel into the battalion should not neglect proper
security clearance as a prerequisite, since the processing of clearance paperwork
should not be a massive effort by the S-2 during deployment.
RECOMMKDED ACTION: Ensure 56th Brigade does not allow 16T's or 24T's to gradu-
ate from AIT without proper security clearance. Other MOS's should be managed more
closely by assignment authorities to preclude reporting of non-qualified soldiers.
