16. ISSUE: Individual training in NBC subjects wag often consolidated and performed
by the unit NBC NCO.
DISCUSSION: Individual training for N13C survival skills is often Level 1.
First line supervisors should be the primary trainers for their soldiers in this
area; it provides the best training from a hands-on standpoint. The NBC NCO should
concentrate on team training, spot checks on equipment, and materiel accountability.
LESSON LEARNED: With proper use of the NBC NCO, NBC teamq would have received
more training prior to deployment. In particular, chemical detection and decontami-
nation teamq could have received much more intensive training.
RECOMENDED ACTION: Allow the first line supervisors to conduct individual NBC
training. Use the NBC NCO for team training.
17. ISSUE: Both WBI shelters in the battalion were discovered to be unserviceable
and coded out during the pre-deployment phase.
DISCUSSION: MB1 shelters are often not exercised during FTXs or properly
maintained between them. This piece of equipment requires command emphasis it the
soldiers are to be trained in its erection, operation, and maintenance. The lack of
such emphasis became evident when the turn-in procedures after code-out could not
proceed due to the lack of a -10 manual.
LESSON LEARNED: Exercise the M51 shelter as often as any other piece of MTOE
equipment. Its value in a possible chemical environment makes its serviceability a
primary issue.
RECOAMNDED ACTION: Schedule monthly erection and maintenance on each U51
shelter. Ensure all necessary manuals are on hand.
18. ISSUE: During the pre-deployment, there were many questions related to the
cultural differences which soldiers could expect in Saudi Arabia.
DISCUSSION: While the environmental differences faced during a deployment to
Saudi Arabia were less severe due to our home station at Fort Bliss, cultural differ-
ences were recognized as being severe. The presence of foreign officers training at
the US Army Air Defense Artillery School at Fort Bliss provided a means of addressing
those differences.
LESSON LEARNED: The battalion conducted a class for officers and senior MCOS
on the Saudi and Kuwaiti cultural and social environments. Presentations by two
Saudi and-one Kuwaiti officers were especially helpful. A question-and-answer ses-
sion provided further information at the conclusion of the formal presentation.
RECOAMNDED ACTION: Same as LESSON LEARNED.
