1. Observa"i.Dn: Poor NBC maintenance support in country.
A . -ril s@@- us S Lon: Brigade NBC informed me that an Ordnance
compan,,/ in was providing maintenance for 14JBC related
equipment. We senr masks, carriers, and radiation detection
equipment to Brigade for transferal to the repair unit. The
equipment ,ias slow in returning. Brigade FIOJD NBC, SOT Davenport,
seemed to be the slow down.
B. Lessons learned: both SSCI Reed and I called SOT
Davenport and CPT Henderson daily. The equipment was hand
receip@lecl @@rom 516th all the way to Brigade, but was 'lost' for
approximately 10 days. I should note that the Brigade FWD NBC
personnel changed about the time we sent the equipment to Dhab-
ran. This may be a reason for the delay.
C. Recommended action: The unit needing maintenance
support should arrange shipment of the equipment thru Brigade to
the maintenance unit. The equipment should be checked on daily
until a definite completion and return shipment date can be
given. It would also help if 516th had the necessary equipment
to repair and replace the equipment.
2. Observation: Personnel arrived with unserviceable masks.
A. Discussion: After the initial deployment of personnel,
the rear detachment sent personnel over with unserviceable masks.
Luckily, all units had a 5% overage of mask as authorized. The
drawback was that they now had unserviceable masks on hand to4
fill the 5% overage.
S. Lessons learned: The damaged masks were sent to repair
units in Dhahran (see previous observation). The masks were slow
in returning to 3-43 ADA.
C. Recommended action: There needs to be a unit that can
readily support a one for one exchange of individual protection
equipment. That type of unit can then arrange for repair of
unserviceable equipment. S4 should also be involved because
they work with these types of units regularly.
3. Observation: Lack of NBC storage space.
A. Discussion: On the sites, units had little area to
efficiently store NBC equipment. This includes contingency stock
and unit decon equipment. I saw equipment stored in large holes,
in tents and trailers.
B. Lessons learned: I advised a quick fix to the units in
regards to the decon equipment, which had to be readily available
to move out should the unit need to per 'form a decon. I told the
unit NBC NCOs to store the contingency equipment under a P-potea-
tive covering.
