                PURPOSE:         INFORMATION--Prcvision of Army Biological
                                 Defense ConceDt PaDer

                DISCUSSION:      DODD 5160.5 (1 Mav 1985) designates Armv
                                 as the Executive Agent for RDA of Chemical
                                 Wear>ons and Chemical and Biological Research.
                                 The advent of Operation Desert Shield/Storm
                                 has stressed the need for a viable biological
                                 defense mroaram to assure US forces capable
                                 of surviving, continuing to fiaht and winnina
                                 in a toxic environment. Biotec@nclogy has
                                 exacerbated the overall problem. The Armv has
                                 developed a Biological Defense Concept and
                                 solicits the Secretarv of Defensels sunnort
                                 to enhance US capabilities and insure
                                 increased readiness.


                RECOMMENDATION

                Secretarv of Defense note the Army Biological Defense
                Concent and support the Army's initiative.
