               MEMCRANDUM FOR THE SECRETARY OF DEFENSE
               SUBJECT: Biological Defense(U)--INFORMATION MEMORANDUM
                    t@ The advent of Oneration Desert Storm/Shield
               has stressed the need for a viable biological defense
               program including rapid lona/medium/short range detec-
               tion devices, agent alarms, agent identification, per-
               sonnel protection, and medical prophylaxes, treatment
               and theradv.
                   (U) The rapid ascent of biotechnology has exacer-
               bated the problem due to the expanded opportunities
               for the preparation, manufacture and weaponization of
               new and modified biological and toxin agents.
                   (U) The Armv has prepared a Biological Defense
               Concept within the Executive Agencv requirements and
               which we will endeavor to implement. Enclosed is copy
               of the paper which I have arnroved.
                   @. The Biological Defense Program has suffered
               from minimal funding and high level support since the
               offensive Biolocical Warfare program was eliminated in
               1969 bv Executive order.
                   (U) Reauest that you give this area, biological de-
               fense, emp@asis durina the future buda_etarv machina-
               tions to assist the services in increasing their readiness.

               would be most appreciated.
