with HQ USAF, vehicle command levy requirements from CENTAF, they made policy
decision on availability of pallet/nets, helped push funding decisions, and
provided invaluable guidance all through the contingency.
(2) Action Taken: HQ AFLC provided guidance and helped enforce
vehicle command levies and successfully levied over 2100 vehicles. AFLC also
tried early on to establish teams to assess logistics impacts to vehicles in
a desert environment and to help retrograde recovery, tug was over ruled on
both attempts. Both actions would have been helpful. HQ AFLC was successful
in getting all DOD agencies to turn in 100 percent of WRM pallets/nets to
aerial ports. This acting prevented us from floor loading aircraft which
would have been totally unacceptable. .
(3) Action Required: WR-ALC/LV will host a pallet/net workshop in
mid-May to discuss lessons learned.
d. Harvest Falcon Equipment
(1) Background: Harvest Falcon is the name of the housekeeping and
maintenance equipment package procured to support bare Base operations in a
Southwest Asia (SWA) scenario. Much of the equipment was propositioned in
SWA prior to Desert Shield. It consists of soft wall (tent) facilities for
housekeeping and personnel support and hard wall (aluminum over honeycomb)
structures for maintenance functions. The package was sized in Unit Type
Code (UTC) configuration to support operations at 14 operating bases in
support of 53,000 personnel and 750 aircraft. The number of operating bases,
personnel and aircraft involved in Desert Shield/Storm significantly exceeded
what the Harvest Falcon package was sized to support.
(2) Action Taken: At the direction of HQ TAC, equipment from the
Harvest Eagle (personnel support) and Harvest Bare (personnel and maintenance
equipment) packages were used to augment the Harvest Falcon package. As a
result, sufficient bare base equipment was available to support wartime
operations.
(3) Action Required: HQ USCENTAF in conjunction with HQ USCENTCOM
should decide if the Harvest Falcon package needs to be re-sized to support a
SWA scenario.
e. What Would We Do Differently?
{1) For availability of pallet/sets do not assume retrograde. Do
not assume an 80 percent inventory objective will suffice. Ship WRM to
aerial ports early on. Award production contract (requires funds in a timely
manner) immediately. Plan for high rate of attrition and reparables.
Qualify additional sources for surge and new production. Recognize there
will be unprogrammed requirements.
(2) For vehicle command levies all WRM assets visible and available
to CENTAF on day one. First vehicle demands should be for Materiel Handling
Equipment (MHE). Ask for list of MHE from all MAJCOMS and make it available
