requirements. HQ MAC and HQ AFLC had more horsepower" when it came to
trying to convince our counterparts in the Army/Navy/Marine Corps to turn-in
pallets immediately.
(3) Action Required: HQ MAC is updating the retrograde commands in
OPLAN 70 to make it more realistic, considering recent problems supporting
the huge airlift for Desert Shield/Storm. Early implementation of OPLAN 70
is required in order to efficiently and effectively respond to crisis
situations.
1: Observations/Lessons Learned from a Contracting Perspective
(1) Funding for requirements that were identified early was not
forthcoming to ensure that the contractor was able to maintain a constant
rate of production. For example, it appears there was a continuing
requirement of approximately 5,000 Cargo Nets per month during the war
effort. However, funds were not available to enable WR-ALC to issue the type
of contract that would keep the contractor in continuous production.
(2) When dealing with a foreign contractor ensure that the
contractor understands that US currency should be used for all subcontracts.
On the MCU2A Hood Program, the contract was awarded to a contractor located
in Israel. The subcontractors are located in West Germany and England.
These subcontracts were let in their respective currencies. When the crisis
in the Mid-East occurred, the value of the US dollar went down and the
British and Germany currencies went up, creating a situation where the
contractor is paying more for the subcontracts and is therefore losing money.
9. WR-ALC/LU Comments:
a. Rapid Response Program (RRRP)
(1) Background: RRRP is an excellent tool in supporting our
deployed aircraft.
(2) Action Required: Push funding at the same time the REP is
validated.
b. Deploying Depot Field Teams ;
(1) Background: There does not seem to be an accurate guideline to
follow in order to send a depot field team into the theater of operations.
(2) Action Required: Standard guidelines From HQ.
c. Classification Guidelines
(1) Background: Message traffic was received with incorrect
classification. Some classified "Secret" should have been "Unclassified."
(2) Action Required: Establish a clear cut chart/listing on what
elements of combinations constitute a security classification.
