         d. Mobility Bag Buildup

        (1) During the initial deployment of troops for Desert Shield, the
       decision was made to redistribute authorized quantities of certain items in
         the mobility bag to meet the minimum allowable.

         (2) Action Taken: All mobility bags had to be unsealed and
         inventories to ensure each bag contained the minimum requirement authorized.
         This as an extremely arduous tend time-consuming task.

          (3) Action Required: Peacetime preplanning should ensure minimum
         requirements authorized-are built into every mobility bag. Additional
         material could then be added up to the maximum allowable.

        e. Individual Equipment Issue

         (1) Background: Battle dress uniforms were requested from the
         Individual Equipment Unit. Prior authorization for issue is required through
         AFLC Battle Staff. The failure to obtain this approval in a timely manner
         caused a delay in support to tasked units.

         (2) Action Taken: In the early state of conflict, some tasked units
         here deployed with green camouflage fatigues in lieu of the sand-color,
         lightweight desert fatigue. ,

         (3) Action Required: The mechanics of the approval/prior
         authorization process should be reviewed.

           f. Processing Off-site Prime Managed Items

          (1) Background: HQ AFLC directed the use of AFM 67-1, Vol III, Part
         Two, Chapter 5, Paragraph 52, for processing of off-site-managed items.
         Communications between the maintenance sloops, the off-site 1M, and the local
         Surge Control Center were poor. Different time zones, incompatible work
         shifts, manual asset staging areas, and the volume of manual paperwork
         created a processing nightmare that led directly to some delays in NMCS
         shipments of up to five days.

        (2) Action Taken: WR-ALC/DSS established a procedure to allow the
        input of a receipt transaction followed 'immediately with the requisition
        number furnished by telephone from the prime off-site manager. The issue
        transaction was coded to output as-EXPRESS on the ensuing D009 release.
        WR-ALC/DSMP established a manual inventory bold area to await the issue
        output. The most dedicated local effort possible could not overcome the
        communication problems. ,'

        (3) Action Required: SC&D should be reviewed to ensure a
        propositioned ADO concept for off-site-managed items that will result in an
        EXPRESS issue is available.
