        SUBJECT: Joint Theater Support
    
        BACKGROUND: Surcharge (160%) on meals served in government
        facilities made feeding charges greater than per diem rate of
        enlisted troops.
    
        DISCUSSION: The per diem rate for enlisted personnel was less
        than the amount charged to eat. This forced the individuals to
        either not eat or find substitute meals they could afford, often
        at the cost of nutritiona1 benefit.
    
        ACTION RECOMMENDED: Change the surcharge policy or change the per
        diem.
