         ISSUE ITEM #:

         SUBJECT: MANNING AT ARPC AND AFRES

         BACKGROUND: Staff at HQ ARPC/SG and HQ AFRES/SG needs
         augmentation to ensure they are able to conduct business as usual
         along with meeting requirements of contingency.  

         DISCUSSION: Working with volunteers and mobilizing selected  and
         ready reservists in a contingency action does not relieve HQ
         staffs of normal activities.

         ACTION RECOMMENDED: Provision needs to be made for augmentation
         of HQ staff in advance of contingency needs. This might be
         accomplished through activation of IMAs or through detailing of
         unit personnel on active duty or as volunteers.
