    APPENDIX I (WARTIME RULES OF ENGAGEMENT FOR COMBAT OPERATIONS) TO ANNEX N
    (PERSONNEL SERVICE SUPPORT) TO IAD OPLAN 65-91M (MOVEMENT TO FAA GARCIA)


                 (3)  (U)  In rescue missic)ns in remotely isolated areas, of
    downed aircrews and passengers, and escaping US or allied prisoners;

                .(4) (U) In rear echelon areas outside the zone of immediate
    combat to protect convoys from civil disturbances, terrorists, and
    Daramilitary organizations.

             C. (U) All smoke generating ordinance, to include white
    phosphorus (WP) rounds, are authorized for deployment.and use.

             d. (U) All flame weapons, including expedient weapons, are
    authorized for deployment and use.

    13. (U) MILITARY INTELLIGENCE ASSETS ROE

             a. (U) Electronic warfare, to include intercept and deception,
    jamming, and meaconing is authorized on all frequencies not further
    restricted by the limitations imposed below:

                 (1) CLJ) TABOO frequencies. These are frequencies a+ such
    importance that they must never be jammed. They may be critical to
    friendly force activities (e.g., command and control nets, MEDEVAC nets or
    international distress/search and rescue frequencies such as 121.5 or 243
    mhz), or may be in use by the enemy and of exceptional importance for
    intelligence gathering. These frequencies will be established by the 63,
    with input -From B2 and G6.

                 (2) (U) GUARDED frequenries. These frequencies are used by
    the enemy and are a source of intelligence to us or allied forces.,
    Jamming activity on these frequencies will be controlled by G2.

                 (3) (U) PROTECTED frequencies. These frequencies are
    allocated for operational use by friendly forces and on which jamming
EOI as in use
    by.US or allied -Forces are ordinarily considered PROTECTED frequencies.

             b. (U) Meaconing on frequencies used for navigation of civil
    aircraft will be strictly controlled as to time, power, antenna
    orientation, etc., to preclude loss of civilian life.
