SUBJECT: Law and Order Significant Activities (SIBACTS)

a. (e2d Airborne Division) No reported incidents.
b. (24th Ini Div MECH)
(1) Officer as Subject. (Delayed Report) On 27 Sep 90, a major
from Division Contracting was apprehended by Saudi Police while climbing-
the Dhahran Airfield perimeter fence adjacent to the Mission Inn. The
Major was also found to be wearing civilian clothes and carrying a 9mm
pistol. He was transferred from Saudi control to the control of the US Air
Force and cited for Illegal Base Entry. He was later released to the
Division Contracting Officer (No MPR#).
(2) Traffic Accident. (Delayed Report) On 26 Sep 90, a SPC from
A Cal 4/64 Armor Bn, while operating a 2 1/2 ton truck on MSR Mercedes and
attempting to make a left hand turn, was struck by a Saudi national who was
trying to pass. The accident was investigated by both Saudi Police and US
Military Police. The 2 1/2 ton truck turn signals were found to be
inoperable which contributed to the accident. There was property damage
but no injuries. Saudi Police determined the SPC to be 70% at fault and
the Saudi national 30% at fault (MPR# 61070).
(3) Traffic Incident. (Delayed Report) On 27 Sep 90, a PVT from
E Cog 3-i5 Inf, while operating a 2 1/2 ton truck pulling a trailer, lost a
tire off the trailer which traveled approximately 10 meters and struck a
door to a storage building. The door sustained major damage. Both Saudi
Police and US Military Police investigated the incident. The alleged cause
of the accident was a defective tire assembly (MPR# 61119).
(4) Traffic Accident. (Delayed Report) On 29 Sep 90, a PVT from
uck owned by a
Saudi national. There was property damage to both vehicles. US Military
Police conducted the investigation and found the PVT to be fault (MPR#
6112GI) .
c. (101st Airborne Division Air Assault):
(1) Sexual Molestation. On 30 Sep 90, a female PVT from D/426
S&P, reported that a Pakistani contract employee had touched her crotch and
breast area. The case was investigated by US Military Police,
counterintelligence, and Saudi Police. Saudi Police officials have assumed
jurisdiction over the case.
