          APPENDIX 5 (Postal Operations) to ANNEX E (Personnel) to OPLAN 5-
          90



          1. Purpose. This appendix outlines and establishes procedures
          +or providing postal support to the 7th Engr Bde.

          2. Responsibilities. The Sde S-1 has staff responsibility for
          direct support postal operations for the Bde.

          7@. General Guidance Concept of Postal Support. The Bde S-1 will
          pick up mail -From the supporting postal company (TSA) and unit
          mail clerks will sort into battalion bags for pickup daily.

          4. Specific Guidance.

              a.  Requirements:

                  (1) Each subordinate command will detach one mail
          handler to H@iC, 7th Engr Bde within 48 hours of closing into the
          TAA for the duration of Operation Desert Shield.

                  (2) Units will be prepared to provide details and
          vehicles to the Bde S-1 for bull, mtil picl,,up and distribution is
          rc?qui red.

                  (3) Units will pick up mail with their daily
          distribution run.


              b. Official Mail


                  (1) ME?tLring of of-Ficitl mail will be controlled by the
          servicing postal company (TBA).

                  (2) To be metered as official mail, both the return
          address and the iddress must indicate the title "Comminder" or
          "Commanding Officer."

              C. Casualty Mail

                  (1) The battalion and brigade PSCs along with the
          supporting postal company must coordinate to ensure no letters
          ,ire returned to sender prior to PNOK notification.

                  (2) Mail for missing and medically evacuated soldiers
          will be redirected through the servicing MPO to the servicing
          postal company -For further directory service (i.L,., to a soldier
          in the hospital.)
