          APPENDIX 9 (Red Cross Procedures and Emergency Leave) to ANNEX E
          (Personnel) to OPLAN 5-90



          1. Purpose. This ippendix outlines procedures for processing
          Red Cross messages and emergency leaves.

          2. Responsibilities.

              a. Bde S-1 has staff responsibility +or processing Red Cross
          messages and providing guidance on emergency leaves.

              b. Subordinate units are responsible for timely notification
          of soldiers and to forwtrd confirmations to the Bde S-1. In
          addition, units must coordinate directly with their servicing PSC
          for travel orders.


          3. Procedures +or Red Cross Messages.

              a. Bde S-1 will receive and record Red Cross messages and
          forward to the unit by the fastest means avk).Iable. Bde S-1 will
          inform Corps within 24 hours that the soldier his received the
          message. Fintlly, Bde S-1 will inform VII Corps as to the final
          disposition of the message (i.e., soldier on emergency leave,
          called home, etc.)

          4. Procedures +or Emergency Leave.

              a.  Only battalion-level commanders or above can authorize
          emergency leaves. Once leave has been granted the unit will
          process DA 31 and transport soldier to the servicing PSC to cut
          travel orders. The unit will transport the soldier to the
          nearest APOE for manifesting.

              b.  The unit must forward a copy of the soldiers orders to
          the Bde S-1 ASAP.


              C.  The units PDS must reflect the loss.


              d.  Units will inform their rear detachment at home station
          of the soldier's emergency leave.
