          ANNEX F (Sta-Ff Judge Advocate Support) to OPLAN 5-90


                  (6) (U) Crimes against host nation property or
          personnel will be reported promptly.

             b. (U) War Crimes

                  (1) (U) Commanders will investigate and supervise the
          disposition of all allegations of law of war violations involving
          US Forces personnel.

                  (2) (U) Commknderc, will promptly report all suspected
          or alleged war crimes including those by allied forces. The
          report should include, to the extent known, facts giving rise to
          the incident and the names and units of the soldiers involved.

                  (3) (U) Commanders must insure that all evidence of war
          crimes are safeguarded and released to the appropriate
          investigator.

                  (4) (U) A decision not to investigate or to discontinue
          an investigation will be made only after consultation wit the
          Brigade JA.

                  (5) (U) Investigations of war crimes not involving US
          Forces personnel will only be conducted if directed.

                  (6) (U) Commanders will insure that all soldiers are
          briefed on Do5ert Shield General Order (30-1--Prohibited
          Activities for US Personnel Serving in the USCENTCON AOR.

              C. (U) Legal Assistance. The Brigade JA will provide legal
          assistance to soldiers to include preparation of wills and powers
          of attorney.
