           ANNEX K (Communications and Electronics) to OPLAN 4-90

           1. (U) Concept of Operations. Install, operate, and maintain
           communications and autofnition equipment in support of 7th Corps
           during Operation Capable Compeller.

               (U) General.


               a. All radio transmission will be kept to a minimum. (Short
           burst of 15 seconds or less).


               b. FM radio checks will be made at 0600C and 1800C.


               C. RATT checks will be mkde with hard copy message checks
           every two hours.

           7,. (C) COMSEC:


               a.   Brigade t'IL43 LJSKAT A4166 @@,eytapes will be used for tll
           nets. Effective editions remain the stme. Attached units will
           draw keytapes on order. Requested copy count must be submitted
           to 7th Engineer Brigade COMMO section ASAP.

               b. (U) ;-7AM (decode ',zt encode) books currently in effect,
           remain in effect. Attached units will draw books on order
           requested copy count Must be submitted     to 7th Engineer Brigade
           CONMO section ASAP.


               C. (U) Vinson @'eyttpc?s AKAT 1007     currently in effect,
           remain in effect. Attached units will      draw keytapc?s on order and
           load subordinate elements KYK I:; and/or KYX 15 A's as necessary.
           Requested copy count must be submitted to 7th Engineer Brigade
           COMMO section ASAP.

               d. (U) RATT V'eytapes USKAT 12516 currently in effect,
           remain in effect. Attached units will draw on order.


               E?.  (U)  SOI'S.   Edition A, AKAV9025, wartime issue, is
           currently in effect and will not be destroyed at the end of the
           month. USCENTCOM JCEOI will be in the country 15 Jan 91 with
           effective date 11 Jan 91. One edition will be in effect for one

           two on 2nd, 12th, ect. Current plan is to freeze on edition in
           use if hostile action begins. Signs/counter signs for use with
           allies his not been finalized.     HJ (frc?quency/call sign/consLc)
           ch,inge-ovL,r has not been finalized. AM/RATT call signs and
           frequencies will be issued separately. JCEOls will not be issued
           in sepRratL- extracts. Units may break books down as needed.
           However, strict security procedures must be taken to keep
           accountability of all JCE01s. USCENTCOM JCEOI compromise policy
           is that supersession will only occur with hard evidence that
           enemy forces have procured i copy of the JCEOI.

                    (C) Due to conflict with i combined plan, item 108 of
           KAV 2079 SUP, Pyrotechnic, smoke ind sound signals is changed as
           follows:
