Challenges/Accomplishraents/Issues
1. Challenges.
a. Personnel - During the pre-deployment phase,
personnel allocation had to be accomplished in oraer to
support both the TECHINT team and JCMEC rear analytical
requirements. Proper distribution of the most experienced
personnel was critical to ensure mission accomplishment both
on the battlefield and at the JCMEC base . soldiers from the
APG Training Detachment were used to augment the company's
shortages.
b. Equipment - It was realized during pre-de " oyment

that equipment allocated to the teams was iniulficient, The
two MfOO8 Car?,?OTrucks, with trailers, would not suffice in
the transports 1 n of both equipment and team personnel.
one more- vehicle would be required per team. The extra
vehicle for each team was taken from the base element,
therfore causing a lack of transportation to support base
missions and personnel transportation. In addition, an
extreme lack of adequate Communications with the fokward
deployed teams severely hampered the TECHINT collection
process and routine asset mission management. simple
messages and guidance to the teams turned ifito a significant
challenge wit excessive delays.
C. Supplies - The consolidation of the two companys'
supply operations made it difficult to ensure that- lith
Company's needs were being fulfilled. Many times items
whi&h @ere requisitioned by lith Company were inadvertently
distributed to staff/HHC- sections-. The principle problem
that supplies were distributed without knowledge of who
actually submitted the request. This dilemma was most
evident-in the local purchasd arena. Many local urchase
requests were never even carried out, although teey were
legitimate.
d. Training A difficult task existed in the
pre aration of th -inexperienced analysts for deployment.
TecEnical knowleedge of-forei n materi-el is gained bver time
and multiple equipment exploitations. Hands-on training is
critical - and was not readily available during the
pre-deplovment phase. This, unfortunately, is an
unavoidable dil@mma in the TECHINT arena. Howev4ir, intense
research was accomplished in conjunction with national
level agencies, to-bririg the most ifi6xperienced analysts up
to par.
e. Mission - The TECHINT teams, located at the Corps
level, were frequently too far removed from any battlefield
collection opportunities. Many tines, the teams were not
made aware bf specific forei n equi ment locations or, b
the time the team moved forwarg to co@lect, the mate'riel ha@
been destroyed by maneuver personnel.
