                  2. Accomplishments.
                  a. Equipment Evacuation - Large quantities of valuable
             captured equipment were in fact recovered.           This was
             remarkable -in- light of the lack of transportation and
             recovery assets that were available to the JCME@. 5 U.S.C. 552 (b)(1)

             Additionally, company personnel processed huh reds of nieces
             of equipmeh-L ana Fdeie instrumental in the warehousing of
             these-itims. The TECHINT teams, though not fully utilized
             !ay their respective corps, did perform well when called upon
             to evaluate- equipment as a result of extensive cross
             training.

                  0.   Chemical/Bio-medical Sampling - The JCMEC was well
             repared to handle this mission. This-can be attributed to
             @he hard work and preparation prior to deplo ent by =

             legitimately and properly collect and evaluate samples. 5 U.S.C. 552 (b)(6)
                  d.    Safety - SafelZ deployed.@ompany personnel and
             equipment to the-AOR withou major acciaenzs.

             3. Issues.

                  a.   Units did not evacuate captured equipment in
             accordance with the ARCENT and CENTCOM Desert Storm 001
             OPLAN.

                  b. Lack of recovery and transportation assets for
             movement of materiel to the JCMEC.

                  C.    A severe void exists in the communications area.
             Equipment must be acquired to ensure communications with the
             forw@rd deployed TECHINT elements that are widely dispersed
             across an 6htire theater of operations (i    .e. 600 to 800
).
                  d. JCMEC TECHINT assets became foreign-materiel movers
             and handlers rather than foreign materiel analysts.
                  e. Many eq@ipment upgrades are needed.      Two specific
             concerns are with vehicles and communications. The M1008s
             and M1009s should be turned in for the more durable M993s.
