            4. (U) TITLE: LOGISTICS: PROCUREMENT OF NAVIGATIONAL SYSTEMS


            5. (U) OBSERVATION: Contradictory guidance re authority to
            procure systems; specifically, the Ground Positioning System
            (GPS).


            6. (U) DISCUSSION% S3 obtained verbal approval from DA to
            procure the GPSs prior to the Army issuing them to the field.
            The SPSs were procured with OMA Dollars. The purchase was later
            reviewed as a possible OPA buy because the GPSs are being
            considered a system.

            7. (U) LESSON LEARNED: In the rush to deploy the division, OMA
            funds may have been expended +or OPA items.

            e. (U) RECOMMENDED ACTION: That an approval in writing be
            provided prior to purchase of large dollar or quantitity items
            document procurements.
