          4. (U) TITLE: LOGISTICS: BBPCT MATERIALS IN WAR RESERVE ROT IN
          STORAGE

          5. (U) OBSERVATION: War Reserve resources were not utilized
          during deployment.

          6. (LJ) DISCUSSION: Per FONECON with DEH representative Mr.
          Harwell determined that the War Reseve Stock was not used dltrin(:i
          the deployment of the division. The division expended $40')tf. on
          BBPCT materials in support of the deployment. DEH is preparing
          a list of material that is in the War Reserve which was not
          used; a majority of the material is no longer any good.

          7. (U) LESSON LEARNED: That maintenance of a War Reserve
          Stockage of BBPCT materials is a waste of resources.

          B. (U) RECOMMENDED ACTION% That a war reserve stockage not be
          retained and new.material only be ordered when required.
