           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
           COMPONENT, LOGISTICS, FAVORABLE, COORDINATION, PLANNING,
           TRANSPORTATION, AIRLIFT, INTEROPERABILITY.

           4. (U) TITLE: LOGISTICS: ROTATION OF AIR FORCE ALCE TEAMS

           5. (U) OBSERVATION: During the 2-month deployment of the Big Red
           One, three diferent ALCE teams operated at Fort Riley. This
           caused confusion and delays in load planning and transmitting
           information from Fort Riley to Forbes Field.

           6. (U) DISCUSSION: Firstly, the DACS (Rear) received, on
           average, only about 2-3 working days advance notice that the
           ALCE teams were leaving. The last ALCE team left before the
           DACG (Rear) Operations Officer even knew about it. There was
           very little overlap between the ALCE teams. This did not affect
           the Air Force personnel, as they said they are accustomed to
           moving frequently. However, for the Army personnel, especially
           in this situation which no one had been involved in before, the
           ALCE swaps were very disruptive to the teamwork and esprit that
           developed between the services.

           7. (U) LESSON LEARNED: Understanding the Air Force has the
           right to move their ALCE teams wherever they wish; however, some
           prior coordination between the Division and the Air Force
           Liaison (ALO) regarding the length of tour for each team would
           have helped immensely.

           S. (U) RECOMMENDED ACTION: That higher headquarters initiate
action to stabilize length of tour for ALO support.
