           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/04/91.

           3. (U) KEYWORDS,. RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
           COMPONENT. LOGISTICS, SUPPLY, FAVORABLE, COORDINATION,
           INTEROPERABILITY, PLANNING.

           4. (U) TITLE: LOGISTICS: AMMUNITION TO ACCOMPANY TROOPS (TAT)


           5. (U) OBSERVATION: Unit commanders requested ammunition over
           authorized levels IAW FORSCOM 700-3. Commanders e>:pected a
           ammunition shortage in theater of operations. Guidance on this
           subject was late in coming from the FORSCOM J4.

           6. (LJ) DISCUSSION: Commanders requested types and quantities of
           ammunition over the limits outlined in FORSCOM 700-3 which would
           have depleted the on-hand stockage levels at the ASP possibly
           affected the installation's ability to support follow on units.
           Transportation systems ability to quickly move equipment and
           Supplies needed to Support deployment operations were also
           affected.

           7. (U) LESSON LEARNEI): FORSCOM J4 guidance concerning
           ammunition, was lacking in the initial deployment instructions
           which allowed commanders to misunderstand what they could and
           could not take with them.

           8. (U) RECOMMENDED ACTION: FORSCOM should provide detailed
           instructions for what types and quantities of ammunition are
           required +Or unit deployment and what ammunition will be on-hand
           in theater. The commander should have the option to request
           additional atmnltnition and influence the System to SLTPPD,- t that
           ,mission.
