           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 03/01/91.

           4. (U) TITLE: LOGISTICS: M939A2 TRUCK FIELDING


           5. (U) OBSERVATION:     Representatives of US Army
           Tank-Automotive Command and US Army Forces Command played major
           roles in the highly successful Fielding of the M939A2 5-Ton
           Truck Fleet to Fort Riley.

           6. (U) DISCUSSION: Mr. Doug Vartanian (Total Package Fielding
           Officer, Program Executive Office-Combat Support, TACOM) and
           MAJ Michael Jorgenson (System Manager, J3-Force Modernization,
           FORSCOM) both made critical contributions to the Fort Riley
           Fielding. Mr. Vartanian spent many hours of personal time both
           at TACOM headquarters and at Fort Riley coordinating the
           requisition, shipping, inventory, and issue of vehicles and
           support equipment. MAJ Jorgenson coordinated FORSCOM, TACOM and
           Department of the Army actions to ensure timely delivery of
           vehicles in relationship to deployment schedules, MTOE
           requirements and Reserve Component fieldings.

           7. (U) LESSON LEARNED: The importance of knowledgeable, active
           representatives at FORSCOM and fielding command levels who have
           genuine concern for the soldier in the field was strongly
           reinforced by the outstanding performances of these individuals.

           B. (U) RECOMMENDED ACTION: Mr. Vartanian and MAJ Jorgenson are
congratulated and commended for their excellent support.
